09-01-93 Trustee Appointments DUNCAN NAMED SECRETARY TO OHIO STATE BOARD OF TRUSTEES COLUMBUS -- The Ohio State University Board of Trustees Wednesday (9/1) elected Robert Duncan of COLUMBUS (43209) to be secretary of the board. Duncan is the university's vice president and for legal affairs and general counsel. The non- salaried appointment is effective from Sept. 8 through the May 1996 meeting. Duncan succeeds Madison Scott of GALENA in the position. For Scott, the board voted to purchase up to two years of prior public service credit, name him vice president emeritus, and adopt a resolution of appreciation. Scott served the university for 25 years, including 15 as vice president for personnel services. Scott was secretary of the board the past 14 years. He most recently has been serving as executive assistant to President E. Gordon Gee. The board appointed Professor Emeritus W. James Harper of GALENA to the J.T. "Stubby" Parker Chair in Dairy Foods. In connection with the appointment, Harper was rehired as professor in the Department of Food Science and Technology and Ohio State University Extension. Harper's appointment begins Oct. 1 and runs through September 1998. A fund for the Parker Chair was created in 1990 with gifts from Thomas L. Parker in memory of his father, J.T. "Stubby" Parker, whose life work was in the dairy foods industry. The chair supports a professor whose work focuses on stimulating new research into the chemical, microbial or engineering phases of the dairy foods industry. Trustees named Leroy Pernell of COLUMBUS (43209), professor of law, as interim vice provost for minority affairs, effective Sept. 1, succeeding David Williams of COLUMBUS (43201) who is now vice president for student affairs. The board appointed four people as chairpersons of departments, beginning in October. Bonnie J. Garvin of DUBLIN and Nancy A. Ryan-Wenger of COLUMBUS (43214) will lead new departments in a recently reorganized College of Nursing. Garvin will chair the Department of Adult Health and Illness Nursing through September 1997. An associate professor, Garvin previously taught in and served as an acting chairperson in the former Department of Family and Community. Her interests include communication in health care, relationships with patients and families, and patients' physiological changes in response to different types and content areas of communication with nurses. A faculty member since 1970, she has bachelor's and master's degrees in nursing and a doctorate in communication from Ohio State. She formerly served as acting chairperson of the Department of Family and Community. Ryan-Wenger will chair the Department of Community, Parent- Child and Psychiatric Nursing, through September 1997. An associate professor, she previously taught in the former Department of Life Span Process. Her interests include school-age children, stress and coping, psychosomatic conditions, and pain in children. A faculty member since 1980, she is a major in the U.S. Army Reserve, Army Nurse Corps 914th Combat Support Hospital in Columbus. She served on active duty as head nurse of the pediatric clinic at Blanchfield Army Community Hospital in Fort Campbell, Ky., during Operation Desert Storm. Ryan-Wenger has a bachelor's degree in nursing from Ohio State, a master's degree in the nursing of children and a doctorate in nursing, both from Case Western Reserve University. Thomas P. Kasulis of UPPER ARLINGTON was named chairperson of the Department of East Asian Languages and Literatures, through September 1995. Kasulis joined Ohio State in 1991 as a professor of comparative studies. His interests include Asian and comparative philosophies and religions, comparative philosophy of religion, Japanese philosophy, Christian theology, and the history of Western philosophy. From 1980 to 1991, he taught philosophy and religion at Northland College, Ashland, Wis., becoming head of the Division of Humanities and Arts in 1984 and full professor in 1986. He has had visiting appointments at the University of Chicago, Osaka University in Japan, and Harvard University. He is a past president of the Society for Asian and Comparative Philosophy. He has bachelor's, master's and doctoral degrees in philosophy from Yale University and a master's degree in Asian philosophy from the University of Hawaii. Patrick S. Osmer of TUCSON, Ariz. was appointed chairperson of the Department of Astronomy, through September 1997. Osmer, an astronomer at Kitt Peak National Observatory in Tucson, is deputy director of the National Optical Astronomy Observatories (NAOA), an umbrella organization that overseas Kitt Peak and other facilities. Recently, he served as a scientist on the project to build two 8-meter telescopes for the NAOA. In 1991, he chaired the committee that assigns observing time on the Hubble Space Telescope. Osmer formerly served as director of the Cerro Tololo InterAmerican Observatory in Chile. He has a bachelor's degree in astronomy from the former Case Institute of Technology and a doctorate in astronomy from California Institute of Technology. Gerald H. Guthrie, professor emeritus in the Department of Internal Medicine, who died June 3 at age 90, David B. McCalmont, associate professor emeritus in the Department of Economics, who died March 17 at age 83; Melvin S. Newman, professor emeritus in the Department of Chemistry, who died May 30, at age 85; Catherine M. Williams, associate professor emeritus in the Department of Educational Policy and Leadership, who died May 24 at age 90; and Amnon Zipin, associate professor in University Libraries, who died June 16. In other matters: ~ The Education Affairs Committee met with members of the University Senate Steering Committee to discuss the university decision making process. Faculty members noted that achieving significant change can be exasperatingly slow and difficult and indicated that in a time of limited financial resources, the university must guard against too rapid or arbitrary decisions, made without adequate consultation of the faculty and without establishing a consensus within the community. Issues include the extent that departmental and university faculty should be involved in decisions such as closing down academic units; protection of faculty rights; more timely decision making; and the mechanisms for identifying appropriate changes in the university's priorities. ~ Trustees created The Arthur G. James Cancer Hospital and Research Institute Board and approved bylaws for the board and the cancer hospital's medical staff. The board will be responsible for establishing policy, maintaining quality patient care and providing for organization management and planning. Members will be two university trustees, the hospital director, the executive director of University Hospitals, a senior physican and faculty member, two senior university administrators and two citizens from the general public. The university vice president for health services will serve as an ex-officio member of the board. ~ Approved 67 waivers of competitive bidding requirements, made during April and June, for $13.7 million.
