03-04-94 Actions of the Board of Trustees on March 4 ACTIONS OF THE BOARD OF TRUSTEES ON MARCH 4, 1994 COLUMBUS -- The Ohio State University Board of Trustees met Friday (3/4) at the Fawcett Center for Tomorrow. Following are highlights of the meeting. Johnson Named to Cramblett Chair; Other Personnel Actions Trustees appointed Philip R. Johnson, professor of pediatrics, to the Henry G. Cramblett Chair in Medicine in the Division of Infectious Diseases, part of the Department of Pediatrics. The appointment was made retroactive to Sept. 1, 1991. The chair was established in 1988 by the estate of Helen Simpson Lambacher, Class of 1933, in the memory of her parents, Lynn and Sarah Simpson and in honor of Henry G. Cramblett, former dean of the College of Medicine and vice president for health services. Income from the endowment supports the work of a pediatrician who is nationally noted for leading research and care of patients who have infectious diseases. Cramblett, of UPPER ARLINGTON, currently holds the Warner M. and Lora Kays Pomerene Chair in Medicine. He also serves as an associate to the vice president for health services. Antoinette J. Eaton of COLUMBUS (43213), professor emeritus and interim medical director at Children's Hospital, was named interim chairperson of the Department of Pediatrics through June 30. Grant Morrow III, previous chairperson, serves as professor and director of the Division of Biochemical Disorders in the Department of Pediatrics and medical director of the Children's Hospital Research Foundation. Trustees reappointed James J. Mager of WESTERVILLE as director of Admissions and Financial Aid and Gary A. Anderson of WOOSTER as chairperson of the Department of Horticulture Industries Technology at the Agricultural Technical Institute, both through June 1998. The board waived a resolution requiring administrators to step down at age 65 to allow the reappointment of James C. Naylor of WORTHINGTON as chairperson of the Department of Psychology. Naylor was reappointed to a new term through September 1998. Trustees promoted Roger D. Cherry of the Department of English to associate professor and granted him tenure, retroactive to Oct. 1. Emeritus titles were granted to Thomas J. Burns of COLUMBUS (43202), professor emeritus of the Department of Accounting and Management Information Systems, and Frederic Beekman of UPPER ARLINGTON, director emeritus of the Office of Recreation and Intramural Sports. Both actions are effective April 1. Improvements in financial management under way The Board of Trustees heard a progress report on restructuring the university's management of financial resources. The restructuring is designed to help the university reach "financial equilibrium" within the next 18 months. Financial equilibrium means: "We will have the resources to meet existing commitments, including competitive pay increases, without having to resort to university-wide budget reductions," according to William J. Shkurti, vice president for finance. Shkurti developed the plan jointly with Ed Ray, senior vice provost, in consultation with the University Senate Fiscal Committee. Efforts have been under way since fiscal year 1992 to improve the University's financial management system, Shkurti said. "This report lays out what we've been doing for the first time in a systematic way. It tells us what we need to do to reach financial equilibrium and once there, how we'll make sure we stay there." Many aspects of the plan have been implemented, beginning in 1992. The report lists those, as well as the projections for each year through fiscal 1995. It also lists under "unfinished business" goals that the plan would shoot for in the future. The report cites five elements of resource management: =FE Accountability -- Holding decision makers accountable for living within budgets. =FE Information -- Providing for fact-based decision making, based on an open environment in which information is shared. =FE Planning -- Establishing a process to anticipate problems and to ensure that financial and academic decisions are mutually supportive and coordinated. =FE Incentives -- Developing systems that reward units for decisions that further university-wide financial and non- financial goals. =FE Flexibility -- Improving the ability to change as conditions demand, to exploit opportunities and provide a cushion against unexpected problems. Five Endowed Funds Created The board established five new named endowed funds with gifts from private donors: =FE The Richland Bank Scholarship Endowment Award at the Marion campus, $44,500; =FE The Academy of Pharmacy of Central Ohio Scholarship Fund for Pharmacy, $30,000; =FE The Townsend AZ Endowment Fund to provide scholarships for the Townsend chapter of Alpha Zeta, a College of Agriculture fraternity, $16,720; =FE The Nathan S. and Lotti J. Fechheimer Library Fund to provide books for the Main and Agriculture libraries, $15,580; and =FE The Jack A. Culbertson Award Fund for doctoral students in educational administration, $15,000. Trustees approve $10 million in research contracts The board accepted 145 research contracts with the federal and state governments, industries and other organizations, totaling $10,362,825.85. Singled out for special mention were: =FE $500,000 from the National Endowment for the Humanities to conduct a five-week summer Arabic Language and Culture National Institute for U.S. secondary school foreign language and social studies teachers. The first two years, the workshops will be held at Ohio State; the third one will be held in Amman, Jordan. Principal investigator and co-director is Frederic J. Cadora of the Department of Near Eastern, Judaic, and Hellenic Languages and Literatures. Muhammad M. Alosh is the other co-director. =FE $218,761 from the National Institute of Allergy and Infectious Diseases to study the mechanisms of acute rejection in transplantation. Charles G. Orosz of the Department of Surgery is the principal investigator. =FE $118,000 from the Semiconductor Research Corp. to study the reliability of integrated circuit packages. Principal investigators are Carl H. Popelar, Vernal H. Kenner and June K. Lee of the Department of Engineering Mechanics. =FE $74,000 from the Great Lakes Protection Fund to enhance the roles of wetlands along the coast of the Great Lakes for water quality improvement and wildlife protection. William J. Mitsch of the School of Natural Resources is the principal investigator. Other Actions The board also: =FE Appointed several doctors to the staff of the Arthur G. James Cancer Hospital and Research Institute. =FE Issued resolutions in memoriam for Frederick W. Dierker, clinical assistant professor emeritus of the Department of Family Medicine, who died Jan. 1; Ernest Eugene Good, professor emeritus in the School of Natural Resources and former chairperson of the Division of Fisheries and Wildlife Management, who died Jan. 23; Carl Schlam, professor in the Department of Classics, who died Dec. 25; and Dorothy D. Scott, professor emeritus in the College of Human Ecology, former director of the School of Home Economics and former associate dean of the College of Agriculture and Home Economics, who died Nov. 14. =FE Awarded contracts to three Columbus firms for the second phase of construction of a storm sewer serving the north and west central portion of the main campus. The $1,539,343 total project cost is being funded with university bond proceeds and is to be completed by September. Companies winning contracts were Bale Contracting, Righter Co. Inc., and Romanoff Electric. =FE Received an update on university restructuring by Richard Sisson, senior vice president for academic affairs and provost. =FE Heard a report on campus safety from Ron Michalec, chief of University Police, and Richard Hollingsworth, dean of student life. =FE Saw a presentation on virtual reality, given by David Schuller, director of the Cancer Hospital and Don Stredney, supercomputer graphics research specialist. =20 # Contact: Tom Spring, University Communications, (614) 292-8309.
