Record" Candid interviews for the Ohio State community with President Kirwan Question #8: It has been said that the administration can find the money to renovate the stadium, build new buildings, etc. So, why cant it find the money for salaries without resorting to "internal reallocation?" President Kirwan: Thats a question that quite naturally comes up. Its a little frustrating that I cant better explain that to people, or that somehow the message cant get through. First of all, on the issue of the stadium, the university didnt find any money for the stadium. The university didnt invest one single penny in that stadium. The people paying for the stadium are the people who use the stadium. So, there are people who bought boxes, or who are paying for their tickets, or have seat licenses thats the money for the stadium. There isnt any university dollar within that stadium. Secondly its sort of a curious thing . there are these two budgets. Theres the operating budget, which pays ongoing operational costs of the university. Theres the capital budget, which is money that the state allows us to borrow to build buildings. Now, believe me, if in this day, we could divert some of those capital dollars to operational dollars and pay people more, we would do it! But theres a firewall between capital expenditures and operational expenditures, and people have to recognize that within our operations budget, money is more or less fungible that is to say, can be redistributed. We cannot cross this dividing line into the capital budget.
